I.M. Systems Group, Inc. (IMSG) (www.imsg.com), a Federal Government Contractor located in Rockville, Maryland is currently seeking to hire a Marine Habitat Resource Specialist to work at the NOAA Office of Habitat Conservation’s (OHC) Restoration Center (RC) location in Silver Spring, MD.
The qualified candidate will support the Deepwater Horizon Spill (DWH) restoration planning and implementation and be part of the DWH Restoration Team and will assist in identifying, developing, and implementing restoration concepts and projects associated with the DWH oil spill. Overnight travel may be required for this position. The candidate will also be responsible for supporting short term and long term restoration planning activities and providing technical assistance, administrative support, and expertise to support NOAA’s restoration activities funded through NOAA’s Damage Assessment, Remediation, and Restoration Program (DARRP).
The NOAA Restoration Center (RC) is located in the Office of Habitat Conservation (within NOAA Fisheries Service). The RC is responsible for restoring the nation’s coastal, marine and migratory fish habitat. Through the Restoration Center’s core programs (Community-based Restoration Program, Damage Assessment, Remediation and Restoration Program, Coastal Wetlands Planning, Protection, and Restoration Act, Open Rivers Initiative, Great Lakes Habitat Restoration Program), work is conducted with hundreds of partners including non-governmental organization, states, Tribes, local governmental agencies, and other Federal agencies to collaboratively provide financial assistance and technical expertise needed to restore our coastal and marine environment.
Duties:
- Provide technical, logistical support to the NOAA Restoration Center and the Damage Assessment Remediation and Restoration Program (DARRP) for natural resource damage assessment (NRDA), restoration planning, restoration project implementation, oversight and management
- Provide general Support to the Damage Assessment, Remediation and Restoration Program (DARRP).
- Core responsibilities of this position will include supporting the ongoing Natural Resource Damage Assessment (NRDA) for the British Petroleum (BP) Deepwater Horizon Oil Spill.
- Responsibilities will focus on restoration planning, including supporting portions of injury assessment (as needed), identifying and analyzing appropriate types and scale of restoration projects to compensate the public for injuries to natural resources, drafting sections of NRDA documents, and overseeing projects
- Provide support for and help organize workshops and/or meetings in order to obtain public input on draft and or final documents such as restoration plans.
- Collaborate with DWH data management team to support the configuration, development, and maintenance and population of document management systems, collaboration sites, and databases used for restoration planning efforts.
- Develop, review and complete Federal Regulatory compliance documents (e.g. National Environmental Policy Act (NEPA), Endangered Species Act (ESA) compliance) for DWH restoration projects and provide assistance to state and federal co-trustees in complying with Federal, state, and local regulatory requirements related to DWH projects.
- Support the DWH Leadership Team, Restoration Planning Teams and Communication and Outreach Team with team coordination, meeting agendas, and task execution and management.
Qualifications:
- Carries out technical or research projects at full performance level as part of a marine habitat restoration team under general direction and guidance as to project objectives according to accepted principles and methods;
- Performs as an independent technical specialist on projects of advanced level of difficulty with the ability to carry out environmental resource and management studies.
- Has a degree in, and functions on, a professional level in the biological sciences and techniques pertaining to ecology, marine and anadromous fisheries and aquatic habitats or related discipline appropriate to the position.
- Education requirements includes at least two years specialized experience directly related to the position and a Bachelor’s degree in an associated discipline
